| Position Overview & Responsibilities: |
Fleishman-Hillard is seeking an experienced Government Compliance Officer (GCO) to administer its U.S. Government Compliance Program. This position is responsible for ensuring that all of the firm’s U.S. government new business and contract activities comply with federal laws and regulations. The GCO will administer the U.S. Government Compliance Program by providing training on program components to employees who provide services on government business, and monitoring and reviewing all aspects of the federal government contracting process including an active new business development program. This position reports to the Fleishman-Hillard general counsel and works closely with company managers in Washington, D.C., St. Louis and other locations. Specific duties include: - Manage a three-person group of contract managers.
- Be responsible for reviewing and approving all government new business proposals, setting up and administering contracts, and overseeing contract closeout activities. This position requires a close working relationship with the firm’s new business and account service teams and with local office management.
- Formalize, enhance, and implement the FH Government Compliance Program to ensure compliance with applicable laws and regulations, terms and conditions of government contracts, and company and industry ethical standards.
- Effectively prevent and/or detect material errors, process deficiencies, and violations of laws, regulations, or corporate policies regarding government contracts compliance.
- Proactively identify potential areas of government contracts compliance vulnerability and risk; develop and implement corrective plans to resolve problems; and provide general guidance on how to avoid or deal with similar situations in the future.
- Provide independent review and evaluation to ensure that government contract compliance issues/concerns within the organization are appropriately evaluated, investigated, and resolved. This includes all aspects of contract administration and billing.
- Serve as primary internal and external liaison and interface for government contract reviews and audits.
- Develop a government contracts training program that educates managers on all aspects of correct contract administration and billing, and proactively address fraud, abuse and ethical concerns related to government contracts.
- Proactively participate in the investigation of and response to all noncompliance reports.
- Measure the compliance program’s effectiveness and recommend program improvements.

The GCO will have proven experience in GSA contract administration and will be highly capable in the areas of: - Contract pricing and estimating
- Contract administration
- Subcontracting
- Government contracts reporting
- Government contracts billing
- Government contracts audits
- FAR, DFAR, GSAR, and agency specific regulations
- Managing a team
The person selected for this position should be a good fit with the team-oriented culture of the firm and its Washington, D.C., operations, and will build strong professional relationships with Fleishman-Hillard general managers, office managers and new business and account teams. Past employment or specific experience with governmental agencies (DOD, DCMA, DCAA, etc.) as well as government contracts cost accounting experience will be positive considerations. A minimum of 10 years of experience required, and professional certifications such as CFCM, CCCM, and CPCM, etc. are preferred.
